Maybe boost cut, due to over boosting.

someone else mentioned over boosting, if there is no lights on the dash would a plug in dyno pick up a fault?

Does the car have a boost gauge ?
Check all boost pipes for obvious signs of damage.

Sure if you can find a specialist. you can manually read the light blips of course. Then you can see what problem you might be dealing with

His CEL light isn't on though.

Clean the MAF.
Check all vac pipes carefully, maybe a pipe has come loose or split etc.
Check coil packs, remove and check thoroughly.

I'd expect the light to come on though when he is experiencing the fault, if the light has been dissconected then the usual fault reading method would be pointless.
I've had two early cars with failing coil packs and experienced very similar issues as the OP. CEL was never thrown up either.

Id bet my bottom dollar on vac pipe damaged or a dodgey coil pack.
