Default eBay advice

So I put a set of 4 pots on eBay and stated offers considered. I got an offer a few hours later because I set a low price,, made a counter offer which they accepted. I then got an email saying "will pay in a few days". When asked "when?" I havent had a reply 😡😡😡
Should I be patient or relist?
Why make an offer if you don't have the money😡

Ebay rules state that you must allow 14 days before raising a case against a non payer, whats their feedback like?

It is annoying, I get it all the time but it seems eBay and PayPal do not care much about sellers, only the buyer, had a guy pay for a gearbox through PayPal then decide he wanted to pick it up, seemed genuine but then went home and opened an item not received case and got his money back even though I provided proof of all correspondence with the bloke, not really relevant but made me feel better having a little rant! Lol

Yup, I sold something for a tenner a month ago, sent invoice, waited a week and sent another invoice. Only after 3 weeks or so once I put through an infraction did the buyer instantly contact me. eBay then just closed the case without doing anything to buyer.
Definitely a buyers market. My description on the 4 pots stated I wanted shot of them quick and wanted immediate payment (iirc).
