With the existing lights you can just fit the HID kit that comes up so many times in the group buy section

Going back to your post where you gave an e-bay link and asked if it was the right stuff:
http://www.ebay.co.uk/sch/i.html?_nk....c0.m270.l1313
Look at the TWO green mica bumpers, items two and three, (they were). Item two is what most people call "facelift", item three is the earlier bumper.
Now you have a problem, since you have bought the SPLITTER that fits the earlier bumper, and it won't fit the later one.
However, there is very little difference once the splitter is on, it takes an expert to tell......or a Scooob fan. Also, the earlier bumpers go for less than the later ones, you should get one for well under £100, try and get one WITH indicators, since they can be £30 extra.
Note that the earler/later indicators are NOT interchangeable. Headlights and foglights off 97 onwards cars ARE interchangeable.
If one comes up for decent money WITH the foglights, grab it, you can sell the fogs on for around £20 the pair, maybe more, money OFF the bumper.
Your final problem: since your car ALREADY has a front mounted intercooler, you, or your bodyshop, will have to cut the replacement front bumper to suit. I have seen it done by an expert and it takes two hours MINIMUM. Anyone who reckons much less will just butcher the new bumper, so be careful.
Lights: either put some Philips 100/80 bulbs in your existing lights, (around £20) or get some HID projectors fitted, (around £240). See here: https://www.scoobynet.com/technical-...mpler-way.html
Avoid HID aftermarket kits like the plague, they don't work well in H4 lights, being badly unfocussed on main beam, and since Scoob lights are cr@p anyway........
You could, however, look around for a driving light kit off e-bay........they come up occasionally, a mate has just bought an HID driving light lit off there for £155. Halogen ones come up for £100 or so, but avoid any with rusty reflectors.
DON'T just go out and buy foglights. The OE Subaru foglights LOOK Ok but are useless to see by.
Be VERY careful if searching those on ebay, since unscrupulous or thick sellers often describe foglights as "spotlights" or "driving light". They aren't.
Here are some HID driving lights: http://www.ebay.co.uk/itm/SUBARU-IMP...item415e647996
and here are some foglights: http://www.ebay.co.uk/itm/Subaru-Imp...item19c591eb7c
Note that matey has described them as spotlights: they ARE NOT!
Herer are some more foglights, off a facelift car, so crystal, described as BOTH, LOL: http://www.ebay.co.uk/itm/Subaru-Imp...item2c60e06986
Here is a really nice item, ex-P1 lights and covers, but they won't fit the earlier bumper http://www.ebay.co.uk/itm/subaru-imp...item45fecd9e52
Best of luck.
