Has the spring come off??

There is a spring that pulls the fork back and so lets the pedal come to the top.

Is it literally only coming half the way up, or is it just not coming quite all the way back up, say around an inch short from normal travel? If it's that, I would also check the return-springs in the pedal cage aren't badly gunked-up with dust and so on, which they're very likely to be really, on a car that age. Clean them up with petrol or meths, then re-grease them, and see if that helps.
