I have been looking at coming back to the fold, but I am really getting put off by the condition of the steering wheel leather and gear **** on cars (classic STi) that have less than 60,000 miles of use.

Now my current car has done 96k miles and the steering wheel and gear **** look almost new. It may be a Volvo, but still. My dads 03 WRX that has done 100,000+ miles and the steering wheel and gear leaver look in better condition than the classic STi that I have seen.

All I can think is that either a) these classic STi's have been poorly looked after and thrashed or b) that Subaru/Momo used very poor grade leather.

i have noticed this on classics ive seen with pretty low milage. mines on 120k and still looks pretty decent

Put off as in genuine mileage ? wear doesn't match the miles ?

To be honest the wheels are stupidly big anyway, buy yourself a nice 350mm wheel from OMP and find a mint Nardi kernob like I did for £20.

What happens if I want to retain the airbag and not go down the harness route.

Look out for an STi wheel, or late WRX wheel. The early bug WRX wheels are horrid IMHO.
