If the disc or pads have excessive wear on them, and could be deemed unsafe, then yes, They can

Yes i would say so, but one day they might pass it then another they will fail it it depends if the garage does repairs or not if they dont they just want your money then thats it and if they do they will defo fail it and say the car is unroadworthy, i wouldn't even take my car for a test with worn discs or pads.

i work in a m.o.t testing station and they will fail it if the pads are less than 1.5mm thick and if the discs are worn or have corrosion, check to see if the discs have a lip on them.

Reason for rejection:-

a brake disc or drum insecure, cracked or excessively scored, pitted or worn

So, in answer to your question, yes they can.

discs have a minimum thickness.

I saw a taxi driver ask for what looked like a disc of baking foil at a parts supplier once...

It was the disc off his car !

Ekk !

I've seen worn through broken bits of disc lying in the road. Must be a shock when it fails. As Dunx says - Ekk !

Replacement usually recommended when wear exceeds 2mm from new thickness. Curioiusly AP recommend 1mm for 330x28 disc and 2mm for 355x32. Wore my 330 discs down to 26.5 and they worked fine but I got an advisory at MOT time so changed them anyway for track use.
