Will 60mm lowering springs + 18's on a classic mean major arch issues?

In a word......yes.....

Well I think so anyway! Lol.
A few P1 owners have had rubbing with 18's so I can only assume all classics are the same and lowering springs will compound the problem.

60mm is a lot mate so good chance it will , if the offset on the wheels is not correct u could have a nightmare .... keep it easy go for 30-40mm lower :-)

Mine's lowered 50mm and I'm running 8x18 MO's et50 with 215/35/18 and had to have the rear arches rolled slightly. You may get away with it on a thinner rim width and slightly different offset.
