scooby new to me. advice required

Having just purchased my first scooby, a 96 turbo.
its time to start considering at modifications.
i'm looking for increased:
1) performance spend-some money
then
2) Increased Braking- spend some money
then
3) improved handling.
There must be a center in the north (west) that will provide tried and trusted staged upgrades for fixed prices, does any 1 know?
not intersted in styling or ice *just driveability*
any advice welcomed

First of all, go for increased driver skills.
Cheaper than any hardware mod and you can take it from car to car.
It will also have the biggest impact on the performance of the car.
Even the best driver can learn more, so please don't take it as a comment on your driving skills.
