What is happening with the FUEL tax situation?

Nothing seems to be happening - does anyone have any news?
I found this quote:
'The fuel crisis is an EU issue. Despite all the government's talk about "listening to the people", it remains a fact that on 9th September in Versailles, Gordon Brown and the other EU Finance Ministers agreed at an ECOFIN meeting to bind all their Governments NOT to reduce ANY petrol taxes.
It's worth remembering that if we left the EU today, and used all the savings that that would entail to reduce petrol duty, the price of petrol would fall to 90p a gallon (20p/litre).'
