Is the bump steer mod offered by Powerstation something that will improve a Scoob (eg. my MY00) in day to day driving or is it more of a track and racing improvement?

If your day to day driving is spirited, yes.
It's not just for the track, but if you can't fault the current handling of your scoob, you don't need to change it.
Some of the benefits of the bump-steer removal are more stability under braking (that's hard braking), better turn in, less understeer (again you'll only notice if driving quickly).
