Why has the 2.0 liter engine have more power then the 2.5 in the US and Europe?

Why not 250 hp standard and 350 for the STI to beat the competition once and for all? Litchfield Imprezas have even more hp, isn't it?
I think that for Subaru it will cost less to build such a car then for Litchfield or am I wrong in that assumption?
Wonder sometimes what models a brand as BMW would offer as they followed the same policy as Subaru; I know one thing, a 130 or 330 with a six cilinder engine. Forget it; there would be only cars like a 120, 320 and a 530 and thats it.
And BMW would not be a premium brand.
That's the difference between BMW and Subaru, the germans think a lot bigger and therefore they win the battle for the customer.
When will those Japanese learn?

perhaps STi 2.0 because of WRC rules for Homologation(sp) and USA 2.5l because of emmisions and milage
Lichfield STi 2.0L JDM just remapped uk feul is 330bhp
