Back when the Impreza was born, GpA rules stated that you could not alter the bodywork in any way from the road car*, hence the vents were fitted.
By the time the bugeye was spawned WRC rules were in effect allowing modifications to be made. As they are are pita to design in to a compound curved panel (witness the **** fit on pre-facelift classics), and the road car didn't need them, it didn't get them.
*Lancia had it's cars excluded from one event after they were found to have cut additional ventilation holes into the Integrale's (originally enclosed) headlight clusters. Hence the Evo versions getting smaller driving lights and mesh headlamp surrounds.

wtf? It's not like 3-4 passers by get sucked in each morning on the way to work! As a pedestrian I would prefer to bounce on something plastic, rather than metal or glass! Maybe pigeons will feel safer though!
