It's the rev limiter The spark is cut but fuel is still added to the cylinder, it doesn't burn "nicely", it just explodes, causes a lot of noise and generally slows the engine preventing over revving. It's generally not a good idea to hit the limiter on a regular basis, it's there for a reason, you may think it's safe but on a friends car with a really good mapping system we were seeing figures of up to 2000rpm over the rev limit

Is it safe to do this then?

Car is standard apart from the exhaust.
