is there any way of getting my computer to say this when i connect to the internet

There's a couple of ways.

1) Set your home page to that URL, then once you're connected it will play it.

2) Save the wav file to your machine, then setup a batch file:

- Open a new text file and enter these lines
start "C:\Program Files\Microsoft Internet\IEXPLORE.EXE"
start "c:\winnt\system32\sndrec32.exe "c:\homer.wav"

-Save text file as a BAT extension (ie change txt to bat)

(* Substitute the sndrec32 or folders as required.)
