Default Boost Controler fitting????

Hi, If i sound thick, bear with me as new to the scooby world and Scoobynet. I have a classsic import WRX on a 94 plate. I have a boost gauge and i have just bought a boost controler. I have had the Boost Gauge tested and it is accurate and my WRX is boosting at 0.8 bar. Firstly i want to connect the boost Controler to up the boost to 1.0 bar. I have been told to cut the boost pipe from the actuator to the turbo and just pipe in the Boost Controler and adjust it in small increments until running at 1.0 bar then disconnect the battery for 24 hours to reset the knock sensor and ECU and it should run fine with no worries of engine damage. Does this sound Accurate to you guys and ladies??
Also, do i cut the vaccum pipe directly after the actuator or directly after the turbo as there is some type of valve between the vaccum pipe leading from the actuator to the turbo???
Please HELP!!!
