How can I find the owner from a Reg mark?

How can I find the owner from a Reg mark?
I do have a genuine reason for this.
Ages ago I was looking for private plates and noticed that the one I wanted was (at that time) retailing at £32,000 (yes 3 zeros!),so I went looking for a variation of the plate and it turns out that its actually a normal run of the mill, standard issue Reg mark.
So I spoke to DVLA about this and they said if you can find the owner of the vehicle and they agree to having the reg changed, all it will cost you is the £80 transfer fee.
So, I WANT TO FIND THE OWNER!!!
Does anyone know how I can find this out from the reg mark alone?

Dont think you can mate (as a private individual), would be a bit of a security issue if you could just quote a reg number and get the owners address

when you have run through your old cars and the cars which reg you can remember belonging to family members...the neighbours cars are quite interesting too (I work from home and have nothing better to do in case you thought I had a rain man like memory for other's cars!)

^ that's kinda reassuring, would not like to think that anyone taking a fancy to my motor can just make a note of the reg, call someone up and find out where to go and 'collect' it from
