you cant reset the ecu to run on uk fuel you either need an aftermarket ecu or a remapped ecu.
Best bet is trying to source a scoobyecu which I think would fit your my96 car (I think they go upto 1996).

I own a MY95 WRX import, and generally you are looking at 15-20mpg (25 on a run) and steep insurance (group 20). I am 35 with 7 yrs NCB and costs me £700 with L&V.
Servicing is ok so long as you don't go to a main dealer. Interim cost me £70, and full service on Monday cost me £170 including a new set of front brake pads (standard pads).
A remap is going to cost you about £500, a Scoobyecu about £100-150 if you can get your hands on one.
However, you may find that it is fine to run on Optimax alone as mine is. I used to use booster and Optimax, but after fitting a knocklink realised I was fine on Optimax alone. Mine also has been fully decatted, which has raised the boost naturally to 1bar but its still fine on Optimax.
