I don't think all RA's come with the roof vent, as I have a few mates with RA's that don't. I think its only the RA Ltd's and Type R Ltd's that have them.

The models that have them are:
All > STi type RA, Most > STi type R V-limited, newage spec C, S202, STi 555 special edition Ver 2, STi V-limited Ver 3, non-STI type R V-limited Ver 4, newage STi Prodrive style.
The 22B doesn't have one, strangely.

Gaah! Rather you than me
I have a dealer near me who is happy to supply parts, but only those which actually are available in the UK. I just can't think of any reason why roof vents should be available to UK dealers

you could always get one of those stick-on roof vents
on a serious note they are of limited use- although very good to cool the car down on a hot day, they have to be closed above 60mph or they can distort the roof skin (contrary to popular belief its not because it will rip the vent off over 60 as they are mega strong).
quite easy to forget that its open with a helmet on...... as you can't hear the wind noise

Nah I want a genuine one... i missed one on here from a breaker a good while ago.
You barely get above 40 with the traffic & careful christians round here... the roof vent might help cool the throbbing vain in me forehead under such cirumstances!

Fail to see how it could distort the skin, both from a bracket supporting point (its under the skin on the underside of the roof) and from any alteration to possible airflow properties either along the roof.

My WRX Type R V-Ltd has one.
Used to think it was a bit OTT, but it does cool a hot car very quickly.
Only get wind noise through the closed vent over 130 mph.
These days I have a helmet on at anything over 200 kph as I like my [overseas] licence.
