I don't think i cold water will help much once you moving

I remember reading that for drag racing when there is air flowing over the intercooler you want water of about 60 centigrade sprayed in the airflow just infront of the intercooler, as it evaporated faster and will cool the intercooler better ?

or have i just made that up ?

I have seen a c02 fire extinguisher used to good efect before a run

It may help as it will help reduce charge temp therefore increasing performance but practicing your launch will make a better difference. a good launch will make all the difference, beleive me i'm crap at it

what is recommended for launch? TBH not bothered about enough winning to burn clutch out! what is sensible launch? 4000 revs and then gentle clutch up?

You could rev it a little harder than that (4500-5000rpm) and just dump the clutch (ie not slowly). Also blipping the throttle may help get the turbo on-boost, although the timing of this can be difficult.

Whether you win or not depends on how well you both launch and what power he is running. I would have thought yours is capable of running high 12s or v low 13s

depends which rx7 it is, as with scoobs theres quite a few different ones about, the later jap type r's were 280bhp the previous varients were 240 and 260. they normally expect mid 5's for 0-60 in standard form and a mid 13 sec 1/4 mile considered v.good. rear wheel drive makes the launch that much more tricky aswell!
