Not sure about the legalities of loud exhausts but, i would be more concerned with spot checks for emissions.
Having said that, in my 3 years of Scooby ownership i haven't been stopped once by the feds and have always run a de cat system

Emissions checks are becoming more and more regular up in my neck of the woods, but I think all they do is tell you to swap the exhaust and get it re-tested. The police were stopping all the 'rude-bwoys' for their illegal window tints yesterday

I've had my Scooby for over six years now and never been stopped once.
Before getting the Scooby I had a Vauxhall Carlton 3000Gsi and was stopped several times by the police purely to check my identity. Only had the car 11 months as well.
First year I had the Scooby I did around 35k miles all over the place so wasn't like I wasn't doing the miles.
Maybe something about the Police where you live? Different forces, different approaches/views maybe.

A friend last week, had a prohibition order placed on his car for having an illegally loud exhaust on his Lancia Delta Intergrale Evo.
He had to have a silencer put on, and it re-MOT'd.
