Evo 7 I would say.
Handling, brakes sorted out the box. Engine tough, conrod bolts are cheap, decat, induction, ECU, clutch. Comes with a good turbo and FMIC. Very little lag.

My suggestion was based around about 360-380 BHP for minimal outlay, with good balance, driveability and no intention of exploding
If you want to seriously modify it you can easily spend double the cost of the car again if you want to get silly power.
The main redeeming factor with Subarus is the availability of parts when you break things. All the unreliable bits of Scoobies you tend to end up binning anyway if you start to get silly, which is why I didn't sell up half way through modding and buy an Evo. Those that have, have usually found they start breaking similar things at not too much of a higher power level, but to get to 360-380 BHP is considerably cheaper/easier and should be fairly reliable. 360-380 on a Scooby is more costly. 400+ is probably about the same?
