For that kind of money you've got two real options.
Either a UK Turbo 2000, which is about 215bhp, unless modified, or an imported STI5/6 which is about 280bhp, but with no warranty or dealer backup. That said there are many independant specialists these days that will service imports.
Must confess I've not seen many late WRX classics in Sonic blue, but I'm sure they are also out there.

If you want Sonic blue then it will need to be the newer shape (bug eye) or some kind of import because I don't think it was a standard colour in UK turbos (apart from the P1 which might be a bit above your price range...and 2 door ! )

the two biggest questions are this....
1. how old are you?
2. which area do you live in? (ie yorkshire etc).
If you can answer these it will make life a little easier for us all (for reasons that most other scoob owners know about )

for 12k'ish you should be able to get one of the last uk turbo classics (1999/2000), in sonic blue (euro import for uk market), then spend the rest of ya budget on 18's an exhaust and a bit of a ecu remap and end up with nearly 300bhp, like i did

insurance is the main problem.
For under 30's (thus the reason i asked your age) its a nightmare (even for us over 30's its still a real pain ) and the postcode can also go against you (which is an even bigger pain).
The car most likely to suit you (for what you have asked for and your age) will be an STi 5, either a Type R or a Type RA (limited ones are the best )
These come with large spoilers, 16 inch wheels (naff brakes under those wheels too) and you will also need to run the JDM (Jap Domestic Market) cars on super unleaded/Optimax and octane booster if you want to keep the engine in A1 condition. (its to do with the map of the ecu, jdm cars are mapped at 100ron for their fuel and the knock factor isnt exactly brilliant on our fuel so you can get det which will kill your engne rather quickly )

Terzo's with more power than other MY98's???
Thats a first for most i think as they have 208bhp standard
Warrender have an STi4 in with 7500 miles (yup 7.5k!!) but it is 17k (has big spoiler of a 22B nature and some nice alloys).
