Question 1 about if an MY95 will be 280bhp..... nope!
No scoob was ever classed as 280bhp but as 276bhp or 280ps, the MY92-94 wrx's had 240ps (around 237bhp on 100 ron fuel which we dont get over here) and the 95-96 wrx's have 260ps (around 256bhp on 100 ron fuel).
These cars do need to be run on super unleaded fuel (or optimax) and octane booster is advisable (available from places like www.scoobymania.co.uk).
Parts wise..... i think revolution is up your end of the country but if you ask people on here where they get their JDM cars serviced they should be able to tell you (2 services per year BTW if you dont already know this).
Check out www.sidc.co.uk for any other info though

I should also state that servicing goes on years not miles (unless you do mega miles) but this is how it normally goes (and as your car is 8 yrs old you should be able to see which service is next).
7.5+15k service in the first year
22.5 and 30k in yr 2 (30k is expensive service, 350+ normally)
37.5k and 45k service (45k is very expensive service, 400-500 quid)
52.5k and 60k service (60k service is expensive, as per 30k or 2 years)

this is basically how it works, the intermediate service (the .5 ones) are oil/filter changes basically so are normally cheap (less than 100 quid) the big services like the 45k one (or 3 years) is the belt change and can cost you big money (as stated above, 4-500 quid+)

(your car will be expecting a 120k service or 2 yearly but id get the 3 yearly done to be on the safe side if the car doesnt have any history with it but that will set you back around 500 quid....)

Exhaust wise.... check out www.scoobymania.co.uk, www.scoobysport.co.uk and www.scoobyworld.co.uk (there are others like tsl which is probably www.tsl.co.uk) but look at the ones above first as there is plenty of choice in this area

As for mods, there is only one exhaust to go for....Blitz Nur Spec R with de-cat centre section!

No HKS Hiper, the true jap look, none of that 'softy, slash-cut, namby pamby, golf style' tail pipe design of the blitz

My advice to you would be, full de-cat(hiper),
hks induction kit,
lowering springs(people on here will rec eibachs, personally I prefer lower ie mrt),
sti5 rear spoiler,
sti3 front spoiler,
scoobyecu(gets rid of speed limiter and maps safely to use uk fuel + slight boost increase and smiles)
clear front and side indicators
sti rear lights
18's (tbh with 17's handles better though)

get yourself some cash together and buy the lot off of me to save yourself a fortune like i've spent..lol

good luck
