Parking Ticket? "Legally Loading"

Does anyone know what grounds you are able to avoid a parking ticket because of "legally loading"? I got a ticket after being parked on double-yellow outside my flat shortly after moving in.
I was shuttling stuff backwards and forwards and got the ticket as I left the flat after finishing loading... doh... the attendant informed me that he had already issued the ticket and didn't know that I lived at the flat....
I am appealing against it, as I think it is unfair - it's not like I parked there and avoided paying any parking charges, or was parked dangerously.
It seems it is in law that you don't have to pay parking ticket if you are "legally loading" though I can't find a definition of this - anyone?

I had a parking fine revoked, so it does work if you have legitimate reasons. I guess a polite, concise letter to the council is in order. It saved me £80

Dan the man you are right 10 mins is the max your allowed. It is aimed at the delivery drivers for shops etc. Appeal though as common sense does sometime work.

Why not leave the keys in and the engine running too? Oh, and leave your house keys on the dash once youve opened the front door, and its the law to leave your mobile phone and all your cash etc on the passenger seat......
Then they could ALSO ticket you for breaking the rules about un-attended vehicles, and whilst issuing your ticket you could have it driven away and invalidate your insurance. What a GREAT cointry this is to own a car...

Write to the council and inform them that you were moving in that day, and using your car to move, you should be able to back this up with evidence from the change of address you provided to them for council tax purposes!!! also the attendant should have recorded the conversation with you on the ticket, if not then that will be a factor in your favour as well
Additionally recent case law says that the parking attendant has to be in full uniform - this includes a hat, if he wasn't wearing a hat then he isn't in full uniform, and therefore the ticket isn't legally served.
