Default ULEZ - Certificate of Conformity (CoC) for free

Just to let you know, anyone looking to get their CoC for attempting to get their car marked as ULEZ compliant (if it is under the NOx threshold) you can request it for free here: https://subaru.co.uk/contact-support/

Just select the drop down for he CoC. It does help if you have the VIN, especially if you have had a private plate, that will save emails back and forth.

I had mine emailed over to me, from it being signed of in Subaru Japan, despite it being a UK car, so I'd imagine they can do the same for JDM.

I'd say if you have a pre 2001 UK model, don't bother. The NOx levels weren't recorded.

Thanks for posting. Giving this a go now after wasting £170 on an independent one that TFL have decided they all of a sudden arent accepting. Fingers crossed this works!

How does it work with jdm models? As my car tax is classed as plg so I pay £280 instead of £360 a year, does this certificate invalidate the plg classification putting the car tax inline with uk models?

Tfl don’t talk to the dvla , so if you end up with an emissions report for tfl it won’t effect any thing on the dvla side , i got my compliance report a good while ago , and have had no dvla changes

my MY06 FSTi doesn't have any of that and is compliant regardless..........

My 04 monaro 5.7 litre v8 which has quite high emissions is compliant 👍 i never understood that , my two 07 Fsti no issues , in theory the 55 plate fsti should have not been questioned on emissions due to its age , tfl said no , the certificate said otherwise and now tfl are fine with that , loads of places have ulez now , went to bath they have the same too ☹️👍

Bath is only active for commercial vehicles, not private cars. It comes in full next year

its a nonsense and no more than a tax on the poor otherwise how can I simply pay to pollute..........

It’s being challenged see what happens , i don’t think it has any impact on emissions in an area , it’s just weight of traffic in london

What did you get that they are happy with? if it was an ICoC I may have some bad news for you as I had an ICoC which was accepted June last year but has now been removed by TFL. I received an email telling me this Friday.

I'm still trying to work out what what they will accept. I have a 2004 FSTI.

I spoke to Subaru but the response seem to be they won't supply a CoC for a car that was never officially released in the UK.

I've had the same response from Subaru today."I understand you are enquiring about a Certificate of Conformity or letter to prove emission standards for the ULEZ on your JDM Subaru, VIN: ******

I’m afraid your JDM vehicle does not hold a Euro Compliant emissions standard certification (an EEC Certificate of Conformity document), as CoC’s are only produced for vehicles originally destined for a European Market which are built and tuned to meet a Euro Compliance Status – eg Euro 3, 4, 5 etc.

Unfortunately, as your vehicle is a JDM Import, your vehicle is produced to Domestic Japanese Emissions Standards and no domestic emissions data is available to us from Subaru Japan.

The emissions data you request is just not available in any format that would be recognised by the DVLA/ULEZ.

I’m sorry we cannot help you further,"

How can you ask Subaru for a European Certificate of Confrommity for a car that was originally made for JDM? Makes sense they can't supply one, JDM's don't have one!
This ULEZ is going to be a BIG problem for anybody with a Jap Import vehcile as its impossible to prove emission levels, and TFL/ULEZ just work on Euro levels - min of euro 4 for Petrol and 6 for Diesel.
A Jap Import doesnt have a declared Euro level.

Common sense has completely gone out of the window. You should be able to measure emissions as of now and if they meet euro standards then they are exempt.It should be as easy as that. Or am I missing something.

I know it doesn't work like that with our current model but it should

nope and posted in the 'other' thread also.........

"seems totally absurd that if you own an older 'non compliant' motorcycle you can simply visit a TFL aproved test centre https://www.nationalemissionstestcentre.com/ and have your vehicle checked / certified but if you happen to own a vehicle most likely to be compliant but without full paperwork you can simply get fCucked.......... ??"

It’s all about the ££ , if they really cared which they don’t they would be happy to arrange a test at a cost to us to do it , which they don’t , I contacted Millbrook testing ground they charge around 2500 £ for a test .. gulp .. and it may not be approved by tfl , again it’s all about the money ☹️
