Default 2 psi on 2008 wrx

Hi guys, posting on behalf of a mate who's at a loss with his wrx and hoping you could help!

2008 Subaru wrx 2.5l turbo
50k miles

When he first bought the car boosted hard and felt great however its lost more and more boost to the point it's now running only 2 psi.

To try and solve the issue hes had a precat sports cat fitted and a second decat. Old cat looked broken and they suspected blockage.

On inspection of the turbo it seems to be fine.

Replaced the BOV to a gfb one as the old one was a knock off turbosmart.

Garage has tried unplugging the boost control solenoid.

Actuator arm moves freely with a little force

Garage has checked for boost leaks and none appear to be there though I dont think hes had it leak tested.

Compression test showed no problems.

Any help be much appreciated

Solenoid does click, still wont pass 2.3 psi, no bov noises, tried setting to full recirc too and that doesnt help.

Psi measured on a p3 gauge working off the obd

He can hear turbo spool a bit too so it is moving.

It also didnt lose all boost at once it was over the course of a few days. It got low so measured it on gauge at 7 ish, then kept dropping lower and lower till now it's just sat where it is
