Fuel delivery trucks are only loaded for half of their trip, the return to the depot should always be empty.
Plus speed and 30,000 litres of petrol do not go together........
Do you have a ADR and where did you get this info from?
By only loading it to half it's capacity surely;
A. You are using twice as many vehicles as needed to do the job (commercial financial suicide)
B. There are normally 5-6 sections with baffles. By filling each section fully you are reducing the wave effect as the liquid has no-where to slosh about (safer to control as more stable vehicle)
C. Regardless of the BHP of the tractor unit, they can still do 56mph like any other truck on the motorway. Your speed argument is irrelevent(sp).
D. "the return to the depot should always be empty" See note A above, in particular, commercial financial suicide

I think he means, that when the truck goes to deliver, its full, so half the journey is to the destination..... then the fuel is unloaded, and the other half of the journey (back) the truck is empty....
