Ford Ka idle problem

Ford Ka idle problem
Hello
I have a friend whose daughter has a 5 year old Ford Ka (not sure if its 1.3 or 1.25 engine).
It drives fine, but when she comes to a stop at a junction, lights or similar, the engine stays revving quite quickly and then settles down to idle after about 20 seconds. Does anyone have any ideas what it could be ?
I was thinking maybe sticking throttle cable (garage says it not this), fuel pump maybe ???

If that doesn't cure it, and if it revs up between gearchanges.
There maybe a issue with gear selector position switch on the gearbox. (causes the ECU to get it's knickers twisted - but it won't give any fault codes.....that one foxed alot of ford mechanics until word got around )
