Forget fast, you'll need economical more, gives you more money for a social life.
My choice would be a Peugeot 306, very low insurance group, good economy. The 1.4 petrol will easily average 40mpg, a diesel much more. That would be my advice. Best bit about the 306 is the handling, best of all the cheapy cars, lots of fun, very well balanced. I use a XTDT myself to bob around in, 40+mpg, and plenty fast enough to keep pace, and overtake when I want to move on, 90bhp, 148lb ft and group 5 insurance.

Ditto on the Peugeot, we had 309's and they were great old bangers, if you cant find a 306 worth a look keep your eye out for a 309, though I must say the 306 is way better looking.

Charade Turbo. Not the GTti as the insurance will be too much, but great if you can afford the insurance. Get a good one for about £200 and the CB61 engine is very strong. Nippy as standard but easilly tuned. Also the 16V four pot Charade is yours cheap too with 85bhp and pretty quick. If you need any Charade help let me know as I run the owners club for the GTti.
I'd also consider, 205XS, 106XS, Citreon AX ( any of them are nippy even the 1.1l as they weigh nothing).
Rover 216GTi with the twin cam Honda engine is a good bet too but avoid the 2litre as that Rover engine is a bit troublesome.
My GF has a Citreon ZX Volcane and thats a cracking car for the money. Handling is really good. Not sure about insurance though as its 2L.
