Has to be a 330d Sport, emphasising the 'Sport' model as it drives far better than the standard SE.
Also how about an Audi V6 2.5 TDi Quattro Sport, get it chipped and it really flies.
Final choice would be a Mercedes C270 Avantgarde, with AMG alloys, they do look tasty.
BMW is easily the best of the bunch, drive one and you'll see, just make sure it is the 'Sport'.
Edited to say I didn't see the 11.5k budget.

Passats with the PD130 motor are down at the 10K mark now, big roomy car. Go for the Sport model (6-speed gearbox) because they have lowered suspension and all the toys (CD, climate etc).
Seats are multi-adjustable, very comfy. Mine has averaged 48.5mpg since I got it, and that's town work and cruising at 90 elsewhere.
The 6-speed box really suits the car, it's much more economical than the 5-speed version as the "Sport" engine has more torque and the box gives a longer top gear.
The Passat is a bit bigger than the Mondeo, and has a better interior but doesn't handle anywhere near as well. The VW sport suspension means they just understeer, as opposed to steering like a supertanker
Worth trying the TDCi and the Passat to see which suits you.
Edited to say that you can get the 2.5 V6 TDi in the Passat, but they can be heavy on fuel and they're not significantly quicker than a PD130 on the road.
