Standard cars? Could be either, depends on the driver. The evo will run out of revs before the skyline does on a sufficiently long straight.
Modified cars? Could be either, depends on the car specs and the driver. Evo's are lighter, skylines have more "tuning potential", ie you can get bigger numbers from the engine. Probably balances out until you're talking of spending 10k+ on tuning, then the skyline starts looking like the better choice.

Erm two very different cars - whats are you trying to compare...
Also one costs nearly twice the price of the other - Best speak to Blowdog, he's owned both.
