Even if they have declared everything, that's everything at the time of inspection. As soon as the UN hop back onto their plane and take off, the replacement shipment will be landing on the same runway!

I wouldn't be surprised if they had some hidden away. Although at the same time I wouldn't be surprised if Assad can see the political gain of actually complying with the UN.
