Should the message spread as far as the UK? Or do you just want hanging as a form of punishment in other countries?

I could be wrong, but I imagine the OP might be referring to this when he says 'spread to neighbouring countries'.
Seems like the whole 'no means no' concept doesn't count for a lot in much of the Southern hemisphere

If the evidence is overwhelming then yes I guess the government should be trusted, it's not as though they don't have any experiance at it is it?

Forget the Yemen mate. This country has enough paedophiles, whether it be your average Joe, the Catholic Church or so called celebrities like Gary Glitter, Jimmy Saville, Stuart Hall etc
Why don't we hang them before we worry about what's going on half way around the world?

We don't have the sort of culture where women wearing the wrong kind of clothing and out at the wrong time of night in the wrong place is provocation enough to allow rape followed by murder

bloody hope not.
bottom line in every country including the uk, hardly ever get prosecuted or if jailed are out for a serious (or miner) offences quicker than you can eat your dinner. Unlike the likes of Dubai/Malaysia these countires take criminality serious which is what other countries should follow.

I think I get what you are trying to say but it doesn't really make sense.
If we are talking about India, then no matter what time of night a woman is out I'm pretty sure the law does not actually 'allow rape followed by murder' as you put it. The police force there is not going to be as good as the UK, and on the whole it is of course a more sexist country.
However to suggest that any woman who walks down the street in India in a skirt after 8pm is 'allowed to the raped' is pure nonsense.
As I said don't worry about what's going on in countries I assume you've never visited. Worry about what goes on right on your door step ie endless children (as young as 18 months) raped and molested by school teachers, priests, and so called celebrities.
It may well be against the law to do that in this country but is it really? What do you get if you are found with obscene images of children on your PC? A slap on the wrist usually, so what message does that send?
And then look at our 'culture' where many city centres are full at the weekend of girls of 12,13,14 etc in tiny skirts so drunk that they can't stand up.
Why do we have the one of the highest rates of teenage pregnancies in the western world? What does that say about our culture?
It's very easy to point the fingers at others, but as I said let's worry about the depravity that's going on in our own country first
