Thought these rules/guidelines only apply if the local constabulary want to keep the revenue raised for themselves (hypothecation). Only half a dozen have signed up to this.
Other forces can ignore these guidelines so long as cash collected goes to central funds
I think motorway roadwork speed limits should be made a special case, like areas around schools i.e. no proven accident record required on a specific stretch of road, but a generic requirement to keep speeds low. Very few would argue against this. Those caught speeding in active motorway roadworks should be made to stand next to a fast flowing stream of traffic (30 is scary enough), then they'd understand.

This isn't really anything new as Speedking said, it's only for the authorities participating in the "Cash for Cameras" scheme. To be in this scheme, they basically already have to abide by pretty much these rules already.
