Seems strange that a story in The Telegraph gives 2 namechecks to The Guardian, can't they find their own news ? Maybe The Guardian is some Chinese authority figure who looks after the region.

Seems doomed to failure. I would think the money would be better spent developing the housing on the hillside. But the Chinese economy is to some extent propped up by domestic mega construction projects.

Can't be much of a mountain range if it's only costing £2.2bn. For example, a nuclear sub costs in the region of £3bn.

EXACTLY!

The EU are bleating on about low energy lightbulbs and wind farms, yet the daily happenings in China and India make a complete mockery of any bit of good we might achieve.
Its been mentioned above, but there are already enough ghost cities in China - massive construction projects to build entire cities, providing construction jobs and driving their labour-based economy, yet no ordinary citizens can afford to live in them.
