Default Using mobile overseas

I am going to Dublin over the weekend and will take my cheapo p-a-y-g Vodafone mobile. Will I be able to use this to a) call someone living in Dublin with an Irish mobile and b) use it to call someone else who will also be travelling to Dublin with UK Orange phone.

Will the international code need to be used?
