Airline passenger lists, and checking names?

Airline passenger lists, and checking names?
Is there any way to historically check an airline passenger list to see if someone flew on the flight. Would really help knowing if this was possible, as I might need to.

My mum flew back from Oz, when she didnt arrive
my sister called me and we tried to find her lol
My other sister confirmed they had put her on the flight in Dubai, but we couldnt find her in the uk.
Trying to get the airline to play ball was near on impossible data protection lol They cant answer why confirming if someone actually flew breaches data protection lol as once theyve flew its a moot point so why the fuss lol, until we mentioned that she was to be an assisted flyer, so had her assist, picked her up from the flight ??
Cue loads of calls from the airline trying to find her...
They confirmed she had been boarded and disembarked
and that she had passed through arrivals
I picked her up from the local station about an hour later ..
She'd got fed up waiting for my sister , so caught the train home

It depends where the flights are from. In America they release the information. In the UK is it virtually impossible.
Someone working for me tracked his girlfriend who was "going to see their Mother for a few days" on a flight to England (not to see me! ).
