Hacking enquiry - have I got this wrong?

It seems from what I can gather that the police enquiry into the hacking scandal is being conducted by the Metropolitan Police....er..... aren't they part of the problem?

Have I got this wrong or is this another farcical enquiry that will cost the country a fortune and risks being another flawed outcome?
