How long ago did oyu make the webpage as it can take several weeks to be indexed
Do you also have access to the main code for the page? do you have meta tage on the page etc so the page will be crawled for the keywords you select..and so on.

Check out some SEO advice articles like http://sean-pollock.com/tutorials/me...and-seo-guide/.
You can get ranked on Google pretty quickly if you put your mind to it and put some effort into it. I loaded up a site for my parents company last Monday and it's already in position 1 & 2 for "Window Cleaner Scottish Borders", positions 5 & 10 for "Window Cleaners Scottish Borders, and position 7 for "Window Cleaning Scottish Borders". OK, not exactly a lot of competition so it wasn't that hard, but all done in around 10 days from a standing start.
I found the advice in the article, plus a bit of tweaking the text with keywords made a big difference. Not sure what you can do on webs.com, but there must be something that will help you.
Also, sign up for webmastertools at Google and use them.

I can't quite remember how I did it, I think you need to create a google account then look for something like web developers or web development, once you're in there google will ask you to download a file, you then download this file and then upload it to your httpdocs folder or something along those lines.

First of all, the URL that it is published to does have an impact on your results, but you can still have perfectly good results even if your site is hosted on someone elses domain for free (like yours is with webs.com).
I'd say that to start you need to:
1. Submit your site to Google so at least it can be queued up for indexing.
2. Decide on how you are expecting people to find your site and what phrases you think they will use.
3. Then, read up on some basic SEO articles to see what you can do to improve your website and its content.
I run my own web design and SEO company, so if you want any detailed advice feel free to post here or drop me a PM.

Yes, that's correct - it's Google Webmaster Central that you're thinking of

looked at the site
main page- not enough text with keywords of what you are putting across
so, plenty of variations of the same thing, a couple of paragraphs
your page title, again keywords, about 10 words
page description - same as about 20 words
then, titles - you need to know a bit about coding here though
H1, H2 and p - each one of these needs keywords
images need titles, use keywords in the image filenames
dont have every page the same
google webmaster wont necessary help unless you do the above
if you are aiming for an area put it in google places
all of that said, im sure there are plenty of proper sites doing the same
why should yours take precedence, it wont, everyone would do it otherwise
just do a url submit in google and yahoo and do the above
then, wait a few months not days
or pay for google advertising
