The £1.69 (18,689 ugandan dollars) is an administration fee as we attempted to transfer your ugandan lottery win into your bank account, the amount you have won sir is $1,097,988 ugandan dollars.
To complete the transaction sir we just need 3 forms of ID from you, a copy of your passport, a utility bill and your partners bank account details as we had the greatest of trouble trying to transfer the monies into your account sir.
The £1.69 administration fee will be refunded and transfered into your partners bank account along with your ugandan lottery monies once we have her bank account details and sort code.

A quick Google suggests it's a payment processing company, so the actual transaction could be with anyone.
Have you used the card as proof of ID, or to make a hotel reservation or similar? Sometimes companies make a small charge just to confirm it goes through, then refund it.
So do crooks, though without the refund bit. Best to query it if you can't think what it might be.
