Halfords should be fine. Be careful dont get one too large, some parents buy bikes too big for the size of their child. With the view that they'll grow into it, be prepared to buy several bikes as your nipper grows. You dont buy shoes three sizes too big so why do it with a bike?
A bike thats too big will be unsafe and unloved. Keep it in good condition and you can always sell it on using the money towards the next bike.

all in my own opinion but stabilisers are a disaster

much better to get a like-a-bike

http://www.likeabike.co.uk/likeabike_models/

or a normal bike and take the pedals off

but get them free wheeling, and steering, then peddling just comes naturally

all my five kids had ridden by 4, never used stabilisers

My lads first bike from halfords rusted within a couple of months and their answer to the problem was to give me some free metal polish. My current bike (which is also from Halfords) won't run through all the gears. I've adjusted it several times and will give it one more go before I go back and ask them to sort it

Got my daughters latest bike from Asda, reduced from £75 to £25 and it is spot on, 2 months down the line it is well used come rain, snow or shine and it still looks like new

Always buy quality, and then look after it.

For a 3 year old that will be out of it in 2 years maximum?

Agree with the comments about stabilisers. My lad fell off more with the stabilisers than he has without them.
