Its actually very poor (presumably Blair's writer had an off day) in so far as it suggests that in the speaker's mind, if the Tories knew what to do, then the voters would know exactly what to do, ie vote Tory. It also fails to define the "certainty" labour gives, which could equally be negative.
All in all, far from master orator. More like just a ******, really

It is true that he is a very good speaker-he has a natural talent for public speaking-pays well too!
It is just that we all know his character now, we had long enough and enough practical examples to work that out.
Thats enough to give the lie to anything he is likely to say!
