It's been a downward spiral since well before 1997. Low IQ breeds people who don't contribute to society and just drain the resources and money this country has.
Then they have kids, who end up just as thick as the parents who also have kids and you end up with 3 generations of losers.
You just have to watch TV to see how 40 year old parents are as dumb as a box of frogs. What chance do their kids have!

This is for the transfer from primary to secondary school - not for school leavers. The figure for leavers is approx 20-25% "functionally illiterate" the test is to read a concert poster and be able to answer questions such as who is playing and where the concert is.
This is after 11 years (soon to be 12) of compulsory education.

I just get a bit fed up with reading how everything went wrong mid 1997 whereas the truth is the previous government were just as bad and when we vote Cameron in the next one will be just as bad too. They are all greedy self serving career politiicians with no real interest in the country and it doesn't matter which party they are from.

Its not always the goverments fault, the onus should be on the individual to be numerate, literate and socially competent. Nobody should allow themselves to go through a full day without adressing such a problem, most of these people spend more time evolving ways to mask their problem than getting rid of it.
There are loads of courses, the government throw tonnes of money at this, surely any individual would want to not have the shame, the practical benefits and the enjoyment of reading.
It seems to me that a fair chunk of this country revels and wallows in being crap, we shouldnt let it be ok, there there, dont worry about it unless someone is of abnormally low intelligence or is mentally disabled, all humans have the capability to learn, bet a lot of the illerate can operate a mobile, Sky Telly, PC, Xbox etc

I was pleased that the Government recently announced plans that a certain level of competence in English itself would now be necessary for dealing with officialdom. People who make NO effort to learn our language make me seethe. Be British or bugger off.

It's not just the education system that's to blame for the appalling standard of literacy today. If more parents took an interest in their kids development instead of relying on the state then the country might not be as full of retarded f*ckwits.

It's OK - I heard a Nu Labour minister tell me that the reason results are down is purely to do with the influx of children who don't have English as a first language.

it doesnt help when the education system is bias towards "inclusion" not "exclusion" for the most roudy, badly behaved children. This means that all the other children get dragged down to the lowest common denominator which is usually the badly bahaved child because teachers cant remove some brat from the class.
It also does help when kids hand in essays written in text speak and the teachers have to mark them as they "have handed in work". Seen it on a regular basis, in my part time job and with the papers one of my mates has to mark as a teacher. In my view this is unacceptable but the system lets it happen!
I've even had job applications written in text speak sent to my business when i've advertised jobs, if they write like this then what hope is there?
