ADVISORY 20mph limits. Enforceable?

ADVISORY 20mph limits. Enforceable?
Now before anyone jumps on me and says I SHOULD obey them, that's NOT what I'm asking, and I certainly do during the hours they are advised.
However, our local rag yesterday carried a halp page photo of Plod with a laser gun, suppoedly enforcing the 20mph limit, and warned that drivers who contravened it would get a fine and points.
I would have thought that it wasn't possible to give someone points for contravening what is an ADVISORY limit?

You can call the highways dept of your local council and ask them about all enforceable temp limits and permanent 20's.
For a temp limit to be enforceable it has to have met a criteria and been listed by the council. Best way to find out is email or call them. If there is a publicized Police operation on that stretch of road I would have thought that stretch is enforceable, however speed awareness operations are sometimes about education, for example it still could be a 30 and they want to tell you why its best to do 20 outside a school etc.

It always used to be that before they could change a speed limit on a road it had to be made de-restricted first. That used to hold up a few lower limits. I imagine that they must have kicked that law into the long grass though.
