People using the airwaves
Working downsatairs,Tuning into radio 2 and lowish regular interruption from people talking, anywhere between 89 and 94 fm - is it the police,taxis ,ham radio ...????

Wrong frequency for Ham Radio. Could be due to excessively strong transmissions from very close taxis etc. Probably not an FM transmission which is why you can't resolve it.

My old Sony HiFi could pick up local transmissions from some sort of dispatch company at 88Mhz. Also used to pick up the neighbour's old cordless phone (before they were DECT)
Also every pirate station from Worcester to Lichfield.
Proper old fashioned solid state superheterodyne receiver, none of this quartz PLL rubbish you get these days

Could be your radio as you say, depends on the design of the circuitry.
It is even possible for plain speaker wires to be swamped enough to pick up a strong signal so that it can be heard on the speaker concerned.

Police / Fire / Amb are now on TETRA which is a packet radio system, so you wont hear them these days.
All sorts of strange things can happen to radio. The conditions over the last few weeks have been great for radio propogation as it happens.
Without boring you the weather can make a difference!
But that said, on the whole its either someone on the direct frequncy or a harmonic. Other possibility is a fault on their kit. Which is possible.
In the good old days the RA would turn out and hunt them down, but these days on the whole they are tied up with spurious 1800 - 2100mhz transmitters!

btw 'Swamping' is an apt description - as i say this is 89 thro 94
Must admit got pissed off so havnt had it on recently - mybe the weathers improved since .

Still going on , iv noticed its more or less across the board on FM
Can never *quite* make out whats being said cos interefrence ,crackling and my radio station funnily enuff
I would hazard aguess at taxi tho
