Black Audi , flashing blues ...?
Came past 'rather quickly' , out of town - then braked quite hard on entering town
Im not actually sure it had a siren at all and the flashers were part of the headlamp arrangement fron and rear , other and inclucing this no indication it wasnt jo public
wondered who it was

Every man and his dog has unmarked cars now.
In the good old days it would just be traffic and their associates.
These days you have all sorts, proactive, specialists, officers cars, response cars etc etc etc. And thats just the police. Then you have medical, fire, military, coast guard, forestry, etc etc etc. Not that many of those would use a black Audi.
On top of that you have other approved "Blue Light Users" which can include SJA, other oddball medics and quite a few others.
There are still others but this is not the place.

I thought that blue lights on anything other than a public service vehicle was strictly illegal. I sometimes wonder how those blokes with blue leds all over their cars get away with it.

A mate of mine is in SOCA and he is often driving around in unmarked cars fitted with blues and twos.
He also has a device, normally residing in the boot, that fits on his dash for his personal car with blue lights etc.

Several police forces inc Manchester run black A3's as unmarked cars, they have the blue lights in the grille as well as the alternating headlight flashers.
