It's not dodgy, but you have to be aware of how it works.

Bids cost 50p. You buy them in packs, 20, 50, 100 and so forth.

If you place a bid with under 10 seconds to go on the clock, the clock resets to 10 seconds - plenty of time for other bidders.

You're not just bidding against the UK. If you check the U.S., German, Spanish & Austrian sites, you see the same names bidding on the same stuff (or the equivalent variants of).

Just remember that after the bids you've bought and used, you still have to pay for the article you've won.

If you work out the actual cost the item goes for against all the bought bids, you can see how they make their money.

Edit - Just to give you an idea: As I type there's a Xbox Elite at £92. Your bid (which costs 50p) raises the auction by 10p. Assuming the auction started at £0, that's 920 bids at 50p each, that's £460 the site have got so far for the console.

it's gambling - been commented on here before. you pay for each "bid" - they earn both bid fees and what it eventually goes for.
