Football is the UK's new religion (just look at the stupid fuss over ITV missing just one goal) and you wouldn't arrest a priest for the same offence ergo he should get away with it.

If he does not a full UK license or a EU license and he has been resident for more than 12 months in the UK then he will not have authority to drive, therefore he will be uninsured and subsequently if he is stopped whilst driving then his car will be seized. Another little fine to pay aswell.
