Mobile phone companies........who to complain to?

The contract provider will have a complaints procedure.
If you approach OfCom, they will probably ask if you have given the company reasonable chance to investigate your complaint, following their procedures.
If speaking to the company then making a formal complaint to which they havent solved your issues to your satisfaction then approach OfCom. If the phone company has not diclosed it's complaints procedure to you, you should approach OfCom about this also.
You may find your phone company has signed up to a Alternative Disputes Resolution body such as Otelo.(www.otelo.org.uk)
