Why close two lanes for so long ?

Why close two lanes for so long ?
I just saw this report:
BBC NEWS | England | Manchester | Woman falls from motorway bridge
where the current version of it says that two lanes will be closed until midday.
[grumpy old man]
But why ?
I can see that getting her off the motorway and to hospital would take a short while. Taking a few pictures of the scene would be necessary if it was considered suspicious. But why cause chaos on the motorway network for hours because somebody fell (or perhaps jumped) off the bridge ?

There, I feel better now...

Yes, but in HS NUlabia UK, there has to be at least all of the services, two quangos, & someone to apportion the blame too
Whereas on the continent, (bahn) they close one lane, deal with it propmtly and reopen asap

If an incident lasts more than 4 hours then a catering van arrives to refresh the w*rking emergency services, and the 37 coppers who turn up, loiter, get in the way, do nothing and generally to$$ it off for as long as possible. At least, that's the opinion of a chief fire officer I know

That bit of the M60 is getting a bit of a name for itself with incidents like these. That is the 5th time in about 18 months it has been closed either due to jumpers or kids running across the motorway and getting hit (known locally as 'The running of the chav' )
You often see kids playing dare on the side of the motorway or trying to shim across the bridges. Why this should be so prevalent just on this part of the M60 is beyond me, but it is.
